Tier 2 Response Services
OSRL/EARL undertakes regional Tier 2 response services to provide customers with equipment, manpower, training, planned maintenance and expert management. OSRL/EARL offers either the complete suite of services or customises them as needed.



With over 120 experienced staff in the organisation, OSRL/EARL offers depth of knowledge and unrivalled support from its resource pool.

United Kingdom
UK Response Service (UKR) including HNS Response
• The UKR service is available to all ports, harbours and oil handling facilities in the UK
• Satisfies the UK legislative requirement under the OPRC protocol
• Tier 2 oil spill response services are provided from six dedicated regional response centres
• Membership of the service allows full access to additional resources if required from the OSRL/EARL base located in the UK
• As a value-added service, a Hazardous and Noxious Substances (HNS) Response Service is also available that satisfies the requirements of the impending HNS OPRC Protocol for the Ports
• UKR Membership is available by annual subscription

UK Continental Shelf Aerial Surveillance & Dispersant Service (UKCS)
• The UKCS Service is available to all Members with oil and gas producing and exploration facilities in the UK waters
• Satisfies the UK legislative requirement under the OPRC protocol
• A dedicated primary Cessna 310 and back-up Cessna 406 surveillance aircraft with IR, UV and colour video
camera surveillance equipment
• A primary Cessna 406 and back-up Cessna 406 dispersant spray aircraft with a dispersant capacity of 1.25 tonnes
• A sat-com system to transfer data directly from the aircraft to your facilities and OSRL/EARL
• UKCS Membership is available by annual subscription

Africa
West Africa and Central Africa Aerial Surveillance and Dispersant Service (WACAF)
• The WACAF service is available to all Members with production and exploration facilities in West African waters
• A dedicated aircraft and dispersant stockpile positioned on the Island of São Tomé
• Additional stockpile is located in Angola, Côte d’Ivoire, Gabon and Equatorial Guinea
• Range of the service extends from Côte d’Ivoire to Angola, 150 miles offshore
• WACAF Membership is available by annual subscription
