Membership
Any oil company with international operations
can apply for Participant
Membership and gain global access to OSRL/EARLs spill response
services. Participant Companies become Shareholders of OSRL/EARL,
pay an initial joining fee and an annual subscription and share in the growth
and benefits of investment in the company.
Categories of Membership
There are 4 bands, depending on the total worldwide volume of production and
imported barrels.
• Band 1 (>400 m bbls pa)
• Band 2 (300-400 m bbls pa)
• Band 3 (200-300 m bbls pa)
• Band 4 (0-200 m bbls pa)
Principles of Participant Membership
Each Participant signs the same agreement, the Participants
Agreement by which all transactions are governed
This Agreement covers the Participant and all its operations worldwide
Free on site Technical Advisory service for the initial 48 hours of
an incident or potential incident
Annual subscription is based on band levels. There are 4 levels, determined
by the worldwide volume of production and imported oil.

Associate Membership
Associate Membership is for those companies who may
require OSRL/EARL services but do not qualify as Participants or whose organisation
do not warrant the size of investment or commitment to participant membership.
Associate Membership is available for single or multiple site operations.
This category of membership is offered under annual renewable agreements.
The exposure level and number of assets requiring cover are considerations
in calculating membership subscription fees.
Principles of Associate Membership
Each Associate Member signs the same agreement, the Associate
Agreement by which all transactions are governed
This Agreement covers defined sites only these may be single
or multiple and applies to drilling and production operations, refineries,
pipelines, ports and harbours
Associate benefits from the same guaranteed response as Participants
as provided under the Service Level Agreement
Free on site Technical Advisory service for the initial 48 hours of
an incident or potential incident
A one-time integration fee is payable upon joining to cover an integration
meeting including a review of how response arrangements are mobilised
Membership fee is based on total exposure (level of oil
produced and handled in million barrels per year for all sites) and the number
of sites.
Consortia of Oil Companies
Many oil companies develop consortia for exploration and development
projects worldwide. Associate Membership is available for these consortia
giving credit for the percentage ownership held by the existing Participants.

Shipping Associate
Membership
Modelled on the Associate Membership, this category allows vessel owners
and operators to gain full access to OSRL/EARLs preparedness and response
services globally or in specific geographic areas.
Principles of Shipping Associate Membership
Each Shipping Associate Member signs the same agreement, the Shipping
Associate Agreement by which all transactions are governed
This Agreement covers defined vessels only, whether at sea, in port
or on any
other bona fide operation. Worldwide cover excludes the USA
Associate benefits from the same guaranteed response as Participants
as
provided under the Service Level Agreement
Free on site Technical Advisory service for the initial 48 hours of
an incident or potential incident
A one-time integration fee is payable upon joining to cover an integration
meeting including a review of how response arrangements are mobilised
Membership fee is based on the number of vessels and the area of shipping.
