Our Mission
The mission of OSRL/EARL is to provide resources to respond to oil spills efficiently and effectively on a global basis.

 
  Our Charter
OSRL/EARL will continue the pursuit of excellence in providing cost effective oil spill response, training and consultancy services.

OSRL/EARL will work towards improving communication, awareness of resources and capabilities and, where appropriate, encourage mutual support among the global population of international tier three oil spill co-operatives.

These efforts will enhance our ability to deliver the quality of services required by our Shareholders.
 
  Operating Philosophy
Over the years our ever-evolving organisation has conducted a number of strategic reviews that brought markerd changes such as the development of a more proessional business focus and in particular, the 2002 establishment of a Service Level Agreement (SLA). This SLA defines standards of expectation, sets a benchmark for delivery and integrates response management arrangements of both company and customer. The SLA is a key part of our business and is reviewed annually by the Board. It has, with time, undergone significant enhancements at minimal extra cost to the Shareholders.

Our Operating Philosophy was first published as an agreed reference point in 2003. Throughout the ongoing review process, there remained a firm commitment to our Mission and Charter. 2005 saw an extended strategic discussion at Board level that led to the articulation of a vision for the future. It provided a basis for the development of a framework that is expressed in our newly-stated Operating Philosophy and Strategic Direction.

OSRL/EARL Global Activities


CLOSER TO OUR CUSTOMERS IN BAHRAIN AND ABERDEEN

Bahrain
We established a permanent presence in the Middle East in early 2006 with the opening of a Forward Tier 3 base in Bahrain. The base is designed to provide a first strike capability to respond to local spills with the equipment specially selected to suit local needs, packaged such that it can be road or sea freighted to the response site.

Taking advantage of Bahrain's air links, the base is also equipped with air-mobile response equipment. This equipment is packaged in aircraft containers and is pre-documented for deployment further afield to locations such as Central Asia, Russia and West Africa.

While a spill response will still be activated through Southampton or Singapore, the Regional Manager will be in direct contact with customers and the first line equipment and personnel will be dispatched from Bahrain.

The base will also facilitate greater preparedness, allowing us to hold more training courses and technical workshops in the region as well as providing more opportunities for us to participate in spill response drills and exercises with our members.

Aberdeen
Aberdeen in the northeast of Scotland, was an area identified where local support would be valued due to the large number of offshore oil facilities in the North Sea. Due to the maturity of the North Sea oil infrastructure, oil spill response equipment and arrangements are in place. However, it was perceived that support required was in the form of local technical advice and support for the preparedness to oil spills, for example, training, oil spill risk assessments, oil spill contingency planning, exercises and oil spill modelling.

In early 2006, OSRL/EARL opened an office in Aberdeen to offer such oil spill preparedness services, where a large number of members and customers have offices / facilities focussing on oil spill response issues for operations in the North Sea. As a result, we are able to delve further to understand members' various operations, internal emergency management systems and joint ventures.

It was immediately evident that the support was valued and various projects have been completed through the Aberdeen office continually throughout 2006. During the initial 10-month period, 11 North Sea Oil Spill Contingency Plans have been completed, six exercises, various training courses and oil spill modelling projects, risk assessments and information sharing sessions / technical on-site support have been undertaken via the Aberdeen office.
